Decree prohibiting the system of fines in workshops

La Commune de Paris. Thursday, April 27, 1871. The Decree prohibiting the system of fines and deductions from wages in the workshops is made public in Paris today.

These levies are one of the main weapons in the hands of the estates to weaken the resistance of the workers and their union demands.

In the nineteenth century, workshop regulations exist. The text is displayed in workplaces and often countersigned by the mayor. Yet it is due to the sole initiative of the owner and should not be controlled by the administration. It is the owner who specifies the conditions of execution of the labor contract, the probationary period, the notice period, the duration of the contract and its causes of termination, and internal discipline.
